i cant download medviation templates on windows 10 it says bitmap file is not valid or file not supported

Im using paint.net on Windows 10

I'm not new to livery design on paint.NET - I made liveries from mid-2013 to 2015 when the old airline game I used to play, CyberAirlines shut down...I'm looking for a new game to design on, just noticed that the code I'm supposed to download doesn't work? If you could help concerning why it won't download I'd be very thankful have a good day.
