I have contacted Invision about the C-START9 error. Here is their response:

That's an error on our side. They're in the process of adding a new chat server, but it hasn't been brought online yet.

The C-START-09 is an oversubscribed error, which means more users are on the chat server than allowed. A new chat server should be online this week to alleviate the problem.

Let's wait and see...

That's the C-START9 problem. Your getting stuck while connecting appears to be a connection-specific problem, since no one else is experiencing it

As I said many times in the chat, the chat software is hosted remotely. The problem is intermittent and hard to troubleshoot. I can't do anything about it short of switching to another chat software (and I haven't found one that integrates with the forum, does not require Flash or Java, and works on mobile browsers). I'm as frustrated as you are and have been in contact with IPS for a long time. The service provider says they're bringing new servers online for the chat.

Also, a new version of the chat is nearing release - let's wait and see if that fixes the problem.

The staff get around to fixing things when there is time. Please be patient. Most likely this isn't yuxi's problem to fix, but our server provider's problem to fix. Either way, I have no idea when this will be fixed. Could be a minute, an hour, a day, or more.... Most likely a few hours-a day though.

For those of you experiencing the C-Join error, I figured out a way that usually works. Quit your browser and restart again. Try this multiple times but after 5-6 times try again in an hour or so.
