I think we can all agree that people like to play the game differently. For some, this game is perfect; for others, a huge disappointment.
I am somewhere in the middle. I can definitely list WAY more cons than pros, but that doesn't mean I think it's a bad game. I know I'm a bit more OCD & like to play a certain way that others may not.
I disagree with the earlier post that this game is worse than Cities XL & SimCity 2013, but acknowledge that I'm not in the best position to judge not having played those games. However, from gameplay videos I've seen, images I've seen, & reviews I've read from Simtropolis & SC4Devotion members, I'd say that this game appears to be a step forward in the city-building genre. The AI & traffic modelling is a HUGE step up from the past & I mean huge. The nuts & bolts of this game appear to be really promising & the transit options (able to set your own bus, subway, & train routes) are likely enough to make the game worthwhile to buy on their own.
My concerns are mainly relating to the non-game mechanics stuff like lack of road options (you can have a 2 lane one way road & a 6 lane one way road, but not a 3,4,or 5 lane one way road), lack of lane transitions, absurd amount of building & vehicle repetition, miniature lot sizes, and overall pastel look of the game. Some of these issues will be solved through mods & custom buildings, but the fact that lot size is so restrictive is a major concern. The Airport runway doesn't look much more than 200m (600 feet).
The coverage radii on fire stations, schools, police stations, cemeteries, etc. are awful. Cities of 20k people often have 20 fire stations...
I could nitpick about a lot of other things, but there's no point in really doing so.
My opinion is that out of the box, this game is probably better than any other city building game out of the box, however when compared to a heavily modded SimCity 4, this game still doesn't measure up, even after all those years. It does give me hope though that the city-building genre is moving forward. All releases since SimCity 4 made me feel the exact opposite. For that reason, I am strongly considering getting this game.
