Because irl, Rushmoor Borough Council does not allow any scheduled service at all. It is chartered business travel only, unless a feature for a charter market could be added to AE in the future, but for now, no.

I am not too sure about future versions but at current it is impossible to only have F/C passengers therefore FAB will remain out of game.

Southend Airport in Essex has undergone significant expansion and modernization since its introduction to the game, the new terminal boosted its capacity and the airport is handling over 1 million a year ( http://www.travelwee...hit-109-million). Some routes such as to Amsterdam with over 200,000 annual passengers are not represented well in Airline Empires. Please increase the demand from the airport to capital airports in Western Europe and domestic destinations such as Edinburgh and Glasgow.
