I once tried to make it work in Turkmenistan... and the result was not good. You need to do a lot of micromanaging for it to work. Uruguay, Paraguay and even Argentina are also quite complex, since the market is reduced to Brazil and Chile. Beyond that you will have to acquire medium-range aircraft, and not to mention if you want to reach North America or Europe.
