There are multiple Open Skies agreements in both RL and AE.

 

The EU-US Open Skies agreement does not exist in AE, however the EU agreement that grants 7th freedom rights within the region to EU-based airlines does.

So, there should be a rule for Scandinavia which allows this waaay before 2000 :)

Isnt that relevant between EU-US only?
