My airline is based in Copenhagen. I can't open a route from e.g Berlin to Paris or from Helsinki to Berlin. How come?

I thought it was possible because of the Open Sky agreement in EU

Am I wrong?

Is it allowed to have en alliance for my own two airlines?

I'm new in this game.

I don't understand the way the amount of daily seats/weakly flights are counted.

An example:
I have plane with 91 Y-seats and a destination with 253 daily passengers. I only fly once a week so my plane is 100% full. But when I look at the route detail it looks as if I'm only transporting 13 pax/have 13 seats.

The same if i fly twice a weak - 26 pax/25 seats.

Why is that - my plane has 91 seats?

Hope you understand what I mean and that it hasn't already been asked/answered.
