Open Skies Agreement

I own an airline based in Romania and I want to operate routes from Republic of Moldova. Since Moldova isn't in UE, i can fly to this country just from Romania. Is there anything I can do?

P.S I have already reached the airline number. ( I own 2)

Hi! I have just leased a used B777-300. I have this aircraft on the list but I can't add routes. What I have to do?
