What if your airline is inactive for a week and this decision is gone as it is 1991/2. What happens then?
Well, if your airline was inactive, it will ask you as soon as you log in what country you'll like to operate.

So what happens if i have an airline in the USSR where i have hubs in Moscow, Belgrade and Kiev. Upon the break up of the USSR, what country would this airline belong to, and how would this be decided, along with how are routes supposed to be closed en masse.
Well, upon break up, you should operate in a country of your choice. Say that you pick to operate in Russia, you should close your Belgrade and Kiev hubs and operate in Moscow. However, you do not have to close your routes, you can have those cities as focus cities.
