Are there any ways to get passengers on zero occupancy routes without using hubs?

Flights with multiple destinations

I have a hub in Tahiti and operate flights to other French Polynesian islands as well as long Haul flight. I have a lot of connecting passengers in Tahiti. Is there a way to make a flight that drops people off at other airports before arriving at the destination. I cannot do each leg separately because I will loose the connecting passengers and the routes only average 2 seats a day otherwise. Thanks for your help
