Sorry, guess I dont understand. Are you asking why I need pax per year???
To add an airport I need the Passengers per year data. When I add the airport I may add extra pax so it has some demand at all. For example although St. Thomas and St. Croix only have a few million passengers per year their demand should be high because of its location.

My only comment is that the pax demand figures are very low.
All NZ routes could at least be quadrupled.

I cant operate flights at some small airports cause I there aren't any turboprops that can meet the runway length!
I would suggest ordering Helicopters then
