I mean in general no. Sometimes they can last that long but usually by that time those aircraft have 2 or more better replacements. I usually don't have them by '99, the only time I held on to them was as emergency capacity in Australia because of their short takeoff runs. Winglets just aren't a priority when the plane is 30-40 years old.

retrofitting winglets to older aircraft like the Boeing 737-200ADV and Boeing 727-200ADV may not be a priority when the planes are 30-40 years old.

I once bought a large quantity of used 732's that had been delivered past their "end of production", and kept them long enough where I may have equipped some with winglets. If I did, I don't remember any performance difference.
