When there are more slots or gates taken than there are available. It happens very often at popular airports where the number of gates is too few to meet airline demand.

If an airport has 10 gates and all are spoken for, a new airline can start with that airport as home base and is given 5 gates. Since they are unable to take gates from those currently using, the airport would show as -5. As airlines return gates or terminals are build, the gates will return to the original 10 gates.

10 gate airport: 0/10 under following scenario 

gates 1-5 are rented by airline A

gates 6-7 airline B

gates 8-9 airline C

gate 10 airline D

 

Airline E starts operations at this airport as home base and the game awards 5 gates so the airport will show as -5/10.

 

Some of the following could transpire:

Airline A builds a terminal whatever size they want returning their 5 gates to market (airport back to 0/10 available because essentially airline E takes them over)

Airline C builds terminal or goes bust, then 2 gates returned (-3/10)

As airlines return rented gates, it will revert back to the original available gates. Those airlines that build their own terminal do not have their gates included in the available gates to the market. So 10 gates in a public shared terminal and say 20 gates in airline A's private terminal.
