Can you fly anywhere out of Rome - Fiumicino?

I open a hub... and I can't go anywhere, even in Italy, from Fiumicino (FCO), and I want to go international from there. It's 33 years (in game) since Italy joined the EU in game and 30 years after the airport opened, and I can't fly out of it.

but still, domestic is broken.

Anywhere out of the EU Union you can fly to from Rome. You can do Rome-London but nothing like Rome-New York or Rome-Shanghai unless, Your airline is that home country.

So if I have an EU HQ and have previously flown out of Rome - Ciampino, can't I do anything?
