Basically, its the amount of fuel the plane uses to fly a certain distance (so it includes speed), then it factors in turn time (which can lower/improve profit potential). That is then divided by passengers so it can be used across aircraft sizes, creating a 'fuel efficiency rating'. The fuel efficiency rating is multiplied by the simple lease/pax rating, giving the final aircraft ratings I posted up there.
