Certain parts of Alabama have outlawed marriage completely so homosexuals can not get married. 

Doesn't matter. I think this supreme court ruling covers that as it states marriage between two people should be covered.

 

Just extending the grant of marriage reguardless that marirage between two people is a right in the US... It covers much more than just gay marriage.

I expect lawsuits over this in lower/circuit courts soon.

 

They'll likely point at discrimination based on race as a reason why it's illegal for someone to deny to preform the ceremony.

 

Personally, those who fail to perform their duties as an employee of the state should be fired or moved into a new position where they have no dealings with the public.
