I don't think it should be implemented on AE. The idea is good, but only in a perfect world, and obviously AE is far from a perfect world. Bias will come into play and I don't feel it will accomplish anything or add anything too the game because everyone has their own playing styles (spam or realistic or in between) and such a scheme can not represent that in a fair way. It simply will not work. In the real world, it is a different story, however bias must surely be part of that as well.

What is a spamline. An airline that is unrealistic in every way, but not as unrealistic as a docline, which I am sure you know.
That's what I'm trying to get at - subjective terms like "unrealistic" arbitrarily judged by human players are going to be a constant source of conflict. That's why I will not go anywhere near this type of board/committee/panel as an officially sanctioned form of rating airlines.
Quality of service ratings will be more sophisticated in AE 4 but will still be based on quantifiable measures applied uniformly by the software, not opinions of players each using their own set of notions about what a "quality" or "realistic" airline should be.

This is going rather off topic don't ya think mate.
On the other point, rather than having subjective player rating, we should have the system give airline star ratings based on rep bars. Who agrees better with this idea.

In my opinion, such a feature adds very little to the core of the gameplay where there are more pressing issues that need to be addressed. Furthermore the Skytrax rating in reality is largely a PR tool for airlines with the reviews somewhat suspect or "dodgy". The general consensus amongst the avgeek world is that the deeper the pockets, the better the star rating. Also may your attention towards Etihad's disassociation with Skytrax and read the large amounts of material out there on the internet as to they motives behind doing so.
