how come the training cost fluctuates throughout the year ? Is there clues to know when it rises or falls?

Not sure what you mean.. 
If you meant employee training then its quiet obvious..  - You open new routes, need more staff, staff needs training, when training is done the cost falls down. Then you lease more planes, hire new staff, open new routes and it goes round in a circle..
