What about employee training fees? Are they a one-time cost?

To train new staff. Lower wages, aggressive expansion = more training.

What triggers training costs, besides attrition?

Is it the addition of a new route?  A new aircraft?  A new gate?  Or are they specific to the different crafts?

Any kind of expansion usually involves hiring staff, so all three would trigger additional training costs.
