I have leased 10 gates at Washington Dulles airport and cannot lease any more. There are 99 of 127 gates available, yet the only option showing is "build terminal".
Does anyone know what's happening there?

Each airline is limited to leasing 10 gates at an airport (or 25 if it's a hub)

Once you have leased 10 gates at an airport, you can only obtain additional gates at that airport by building a terminal.

if you open a hub at IAD you can lease up to 25 gates but after that you need a terminal
