Opening a hub outside home country.

I'm not an english speaker, at first, so please forgive me for my bad english. I have a small airline in O1 server. It operates flights from 3 airports: Rio de Janeiro - Galeão (GIG), Rio Branco (RBR) e Barcelona (BCL). I already have hubs in GIG and RBR, and I wanted to open one in BCL, but in 'Manage Hubs', i saw this message: "To open a hub, the city must be in your home country".

Yes because this is an open world and therefore you should have free access to open hubs all over the world.
