I think it means that you can make two-letter OR three-letter codes. I think it's a good idea, as it would give us many more options for our codesI Think its a request to make the Two letter airline code a three letter one.
IE: Rather than "XY" For Transjet, Something like "XYZ" Or "TJA"
Example: If you have an airline called easyjet, and EZ is already aken, you could choose EZY, EZJ, ...

Well logically you should have to select both.

Make it how it is in real life, and make each airline select:
1) A two letter IATA code
2) A three leter ICAO code
(Yes, IATA does allow for three letter codes, but none are used that I know of)

Airlines and airports should have both ICAO and IATA codes and be searchable by them.
