What does base hourly cost refers to? Do it have any effect?

Base costs are actually made up. They have nothing to do with the game and are often biased. I recommend using fuel flow as a more accurate representation of cost as it is a calculation of how much fuel will be used in 1 hour of flight.

I'm not sure if the base hourly cost is even used anymore - I'll look into it
