TLV - CMN blocked by Political Restriction?

Specifically, I found this bug in R1. My airline is based in Morroco, so I thought this route would be fine. Israel has a number of restricted countries, but Morroco is not on the list.

I started the list, but it certainly is not complete. Probably need to add those two.
