first of all there should be more passenger daily in domestic routes of iranian airports.
second there was no political restrictions on flights from iran before 1979.
if you want to make it more realistic your can limit iranian airliners airplane purchases because after the iranian revolution in 1979 iranian airliners have had problems to buy new airplanes the only airplanes that they can buy is non american made airplanes and 10 years or older american or european airplanes.
