Possible bug with hubs

I've seen multiple airlines in the sandbox world that have hubs in more than one country. When I try to do this, I'm told that I can only have hubs in one country. This gives some people an unfair advantage.

From what you are seeing you may be recalling the EU Openskies rule - Any EU airline can hub in any EU country. Whereas none EU countries cannot unless they have treaties with other nations allowing this.
