Hubs allowed in non-home country

When I opened a hub in CDG, I saw that LHR was eligible to be a hub even if it isn't in my home country, so I really tried to make LHR a hub to be sure, and yeah....

EU airlines can open a hub in any other EU/EAA country at any point during the game, however prior to 2000 there's very little point as you can only fly to your own country.
