Sociedad Anónima Cubana de Transportación Aérea (Spanish: Cuban Air Transportation Company), better know by the acronym SACTA, is Cuba's national flag carrier and largest airline, established during the Cuban Revolution on 1 August 1959 as a state-owned amalgamation of several privately owned airlines that previously operated on the island. Under the socialist goals of the administration of Fidel Castro, SACTA would be promoted as a "people's airline" with the intent to serve as an essential means of transportation within Cuba and would be the only company allowed to operate commercial flights to and from the country. Initially concentrating on routes serving the Americas, the airline started expanding its operations into the Eastern Bloc beginning in the 1960s.
Pictured here is CU-T830, an Ilyushin Il-18D christened "La Habana." SACTA operated this aircraft for the launch of its Havana-Gander-Shannon-East Berlin route in 1961, its first-ever route serving Eastern Europe. Besides its supposed political purpose of linking Cuba with its communist ally East Germany, there was a bigger reason why the airline began operating this route. Due to the US embargo against Cuba in the 1960s, SACTA was forced to turn to the Soviet Bloc for new aircraft and spare parts, and the airline would also have to rely on having its Soviet-built fleet serviced at East Berlin's Schönefeld Airport due to a lack of spare parts and qualified aircraft technicians in Havana. This was a rather cumbersome arrangement that inevitably required ghost flights on a periodic basis and made it difficult for the airline to increase frequencies on some routes within its network.

At its inception, Baltija aspired to become one of the leading airlines in Eastern Europe, but various hurdles remained along the way. Like other former Soviet states, capital was in short supply and the airline could not yet afford to buy Western planes to upgrade its fleet; hence, Baltija had to make do with keeping antiquated Soviet planes in service until sufficient funds were made available.
In spite of these hardships, the airline embarked on a slow but steady expansion of its European route network, launching new services to major Western European destinations throughout the 1990s.

Are only babyflots within Russia accepted? Or can this be something that is formed from the remnants of Aeroflot branches in other republics (Armenia, for example)?
AFAIK there's nothing in the rules that mention the entries have to be within modern-day Russia. I simply assumed it could be anywhere within the former Soviet Union (aka Commonwealth of Independent States).
