Employee Payrate per Hour

So, I just realized that in order to make my employees happy (specifically the Executive) I have to pay them way over the Industry rate. Is this correct? I think its a bug. If i pay them the industcy rate they are either not happy or very angry. to make my exec happy i have to pay him close to $1000/hr
