why if i have 5% of television marketing my marketing Effectiveness is high and if i had more marketing from the other options the Effectiveness doesn't improve?
and how much do you spend for marketing?

it's because television is the best choice for marketing with 38 effectiveness points so I guess you will need more than just 10% of other marketing to match the 5% budget you alocated to TV marketing (except for direct mail because the effectiveness points is not to far from TV's marketing).
currently I'm alocating 22% of my total sales which is around 160 mill/month.

7%? you don't use all the advertising program eeh?

no at the moment i don't use all the marketing option
my bar it's around 3/4 full
i use only best two marketing points!!!

Throwing in more money past the 2/3 point in marketing may or may not be worth it (depends on your existing reputation). I personally wouldn't try to fill it to 100% considering how much money it would cost.

You don't need to spend anywhere near 35% of sales to get to 100% marketing effectiveness

I manage to get 100% effectiveness with 12%

well, by spending allocation 5% on the top 2 method and 2% on the third already receive full marketing bonus. i spend around 500M per month, and adds 16% to the reputation
