This is a really bland idea but can you merge with airlines?
maybe limit 1 merge (so only 2 airlines can merge)
same country
ect
you can maybe share profits or something
my idea stems from the united and continental merge

Firstly two people running one airline (not airline sharing) spells disaster. I don't think it is easy to agree on many things like the fleet for example.

The thing is there are plenty of unrealistically huge airlines so if two of them merge, you can imagine just imagine the size of it after merging.
