All airports provide basic maintenance, but only some provide full heavy maintenance facilities.
Airlines have to A. base themselves at these big hubs, B. route flights through these hubs, or C build their own heavy maintenance facilities

At the moment all players can set up between any two points and don't have to take into account heavy maintenance. EG London City - Glasgow Prestwick.

Identifying airports with major heavy maintenance facilities would provide an extra degree of skill when setting up routes.
Airlines could also build maintenance facilities in a similar way to terminals.
