I noticed that the game rolled over to the 23rd Feb at 3pm GMT. This means monthchange will be at 5pm, which is an hour earlier than yesterday.
I have no idea when/how/why this happened but just reporting what I noticed.

It was me 
Due to a server problem few days before, I applied a additional day change. When we had the problems, the server missed a day-change - so now the game time is "correct" again.
