So.. I'm operating Norwegian Air Shuttle and lately I opened 3 international hubs. One of them is in Finland when I try to open a route from Finland to Croatia it says "Can't operate to this route due to Political Restrictions" or something like that.

If you make an international hub in any of the worlds (except O1 and O2), you can only open flights from it to your home country.

All your flights must originate and/or terminate in your home country. For example, if I was based in New York-JFK:

JFK-ATL: OK, as it originates and terminates in the US.

JFK-ORD: Also OK, as it originates and terminates in the US.

JFK-PEK: OK, as it originates in the US.

PEK-HND: Not OK, as it doesn't originate or terminate in the US.

You gotta wait until 2013, when it joins the EU.

Norway isn't apart of the EU, its only apart of the EUs economic zone. Finland joined the EU in 1995.

I fly from OSL that's my Headquarters which is located in Norway.

I also have an operating base from HEL which is in Finland so that argument is invalid.

I can start flights from HEL, CPH, LGW however I can't fly to Croatia from the said international hubs.

There are political restrictions in game, including the EU Open Skies.

There are a few exceptions to this, including the above mentioned EU Open Skies and some countries where even flights from your home country are prohibited. (Eg. Israel to/from Malaysia, USA to/from Cuba, USA to/from Iran)

However, for the issue I think it's because the game is still in 2005, and Croatia only joined the EU in 2013.
