Is there any real way/configuration to make ISF and ISE profitable? It really doesn't seem like there is, but perhaps I'm looking at it poorly?

Finding good routes.
If you're only after money for an simple game with no challenge, sure, Scam IFS/IFE.
You'll make money, but it's a shallow/cheap win.

you have to use scam at the beginning if you want to get into top 20
however when your airline goes to top 20 it is your choice if you want to keep spamming or change it

It's really easy to make a profit with IFS, just by charging money for everything that is consumed (or passengers take home). Or you can take it to the extreme and use scam IFS: Charge the maximum amount for everything (and offer the worst quality). Scam IFS will get you a lot of money but is sometimes seen as dishonest
IFE sucks. It is hard to profit from Ads without lowering the rate dramatically (and it costs a lot to install good IFEs too). It doesn't affect passengers' opinions much, and reputation doesn't matter that much anyways. So you can profit by putting Ads on it but it's only $8/pax with ads every 1 minute (and that will probably make your IFE 1-star).
I still made a "Scam IFE" for some planes just to try it out: 1 potato quality TV every 100 seats and Ads every 8 minutes. For some reason I still get $8/pax from Ads (it seems they're all able to see the only TV on the plane, or the half TV on my F-27s). I like to imagine that my plane has 1TV at the front and has Ads printed everywhere, like RyanAir
