We hire workers in the area. If they are Chinese, they're Chinese. Just remeber EA is a non unionized airline.

Tokyo, Japan - with the comapanies 6th 738 delivered, Embre Air has announced that the plane will not be flying the rumored NRT-HKG route. Instead, it will be flying NGO-HKG twice daily, but that's not all. "After our last 4 738s are delivered, we will order a whopping 14 Q400s to enter service at our new hub." Also being announced is EAs sincere intrest in 752, 753, and 764ER aircraft.

Tokyo, Japan - CEO Ryan Pierce has announced that Embre Air has canceled its four remaining options on its 738s, but for a good reason. EA and Boeing have announced that 1 752 is en route to EA, with options for eight more. In other news, the first Q400s of the huge Q400 order EA has planned for NGO will start arriving in January.

Good luck on NGO - it's a hellhole.
So is NRT, CTS, and KIX (other focus cities ). Too late to move and all the profitable markets are gone (except for an Australian city which I'm keeping my eyes on )
