In aircraft with winglets, is their new range value the max range or max range at max payload?

There is no range difference for aircraft with winglets at the moment.

There is definitely a range increase.  It's about a 3.33% boost.

 

The listed winglet range when buying new aircraft is the no payload range.  But the max payload range also goes up 3.33%.  It's not huge but it's a nice bonus.
