American Samoa - American Samoa is a US territory and thus should be given the same status as Guam and Puerto Rico. Flights should be able to happen as if they were domestic, this includes to other territories, third party countries, and the US Mainland.
US Virgin Islands - US-VI airports are currently listed as US. However, US-VI is an independent territory on the same federal level as Guam. Airports in the US-VI should be given their own 'country' as Guam and operate under the same rights as listed above for American Samoa.
Compact of Free Association - These nations have a special relationship with the US. US Airlines are allowed to operate to and from there as well as domestically between them and other Compact of Free Association nations. This being said I believe that Micronesia, Palau, and Marshall Islands should be given the same status as a US territory for the sake of Open Skies. None of these territories are large enough to give an unfair benefit to US airlines and should be modified based on their real world status within the game.
Due to the special relation the US has with all of the above, they should also have the same political restrictions against the US (US-Iran flights). CFA nations are required to refrain from activity that put US security interests at risk, so one would assume that they would have to follow similar laws on relations with countries like DPRK, Iran, etc.
