That's because Central America and the Caribbean are also included in SA.

I love that idea for the alliance slots, it well help keep SkyGroup a nice organized alliance. But I think Eastern Europe could be covered by about 2 slots and potentially the same with the rest of Europe. R4 starts just 10 years before everyone in Europe can cover just about everywhere in the region.

I love that idea for the alliance slots, it well help keep SkyGroup a nice organized alliance. But I think Eastern Europe could be covered by about 2 slots and potentially the same with the rest of Europe. R4 starts just 10 years before everyone in Europe can cover just about everywhere in the region.

After 2000 airlines based in a EU country can indeed operate flights between other EU countries, but such cover can't be compared with the cover an airline based in that country can provide.
The fact that operating routes between other EU countries becomes possible also doesn't mean airlines will use of that possibility.

The reason why Eastern Europe currently has 3 slots instead of 2 is because a lot of Eastern European countries aren't part of the EU, so they won't get affected by the lifted restrictions in 2000, and because Turkey is included in the Eastern European group.
