San Juan (SJU) is currently counted as part of Puerto Rico, meaning that US carriers cannot start routes such as SJU-CCS in real-world games. As we all know, this is not the case in real life - SJU, for air traffic, is the same as a state.
Is this an easy fix?

If its a part of America then it would have been your 51st state. Same logic as Hawaii; 50th state only when after the monarchy, transition to the State of Hawaii then being amalgated into USA. Point doesn't stand

You can currently open bases in Guam and the US Virgin Islands, which, along with Puerto Rico, are recognized as Unincorporated Organized Territories of the United States. Thus, PR should be allowed.

So the District of Columbia isn't part of America because it isn't a state?

The US has plenty of territories that aren't states... Guam, Puerto Rico, US Virgin Islands...
