Why is Puerto Rico treated as a Country?

Why is Puerto Rico counted as a Country in AE? When it is a United States Territory and supposedly going to be a "state" later in the future (I doubt it). I was born there and many US airlines have Hubs in San Juan. But in AE if you have your HQ in the U.S. you can't even open a Hub in San Juan, PR or anywhere else in PR. Since PR, is part of the U.S. I believe that in AE it shouldn't be treated as a different country..
For Example:
(Routes Below are if you have your HQ in PR currently)
You can go from San Juan to Orlando
Then, if you want to connect from Orlando to Savannah....X you can't because its not in your country that you started out with.. (Make sense?) Which that shouldn't be the case since you're not leaving the country. Puerto Rico is part of the U.S.

As stated in previous topics, overseas territories will be given an "openskies" treaty with their home country. I have the data to hand, and when Yuxi/un1 are ready for it, we can implement it.

The people in the US overseas territories are considered US citizens; it seems to me that it stands to reason that the territories should be treated just the same as US states for the purposes of this game.
