Perhaps a system of randomly generated charter customers, that may have differing:-
- origin and destination - Your airline must at least have a gate at either origin or destination (hence the need to branch out to smaller airfields).
- number of passengers - Mostly small numbers, but occasionally a request for a large aircraft.
- length of charter contract - typically short to medium term (usually the larger the aircraft the shorter the term).
- urgency of charter - Some tenders (typically the longer ones) get advertised a long time (months) in advance. Typically the short tenders are advertised over a wider range (some a long way out, but others within days/weeks of being required).
- Service required - Some bids might want cheapest low frills, others might want best service regardless of price, and others somewhere in between.
The bid is decided based on price, reputation, IFS, etc related to the tender request.
Once the bid is decided, the owner of the airline must assign a suitable plane by the date of the charter. Failure to provide the charter aircraft may result in a breach of contract fine and damaged reputation.

This is a great idea here.
Also request for specific configs (may want certain number of f/c seats or all economy layout etc.)
Also another good one as most charter flights do require a specific configuration for that charter. And I thought this topic was dead.

btw, maybe also have it so that instead of forcing to branch out, make an ability to have a 1 slot rent at an airport (with an option for a base which makes you more attractive)
