Yes, the chicken needs to be fried. He has so many routes going that when he sets up a route or notices a route that has a lot of competition, he sets his prices lower then anyone else. He normally has his prices set to $20-$60 below what everyone else charges. Maybe it's the way his route structure is set up or maybe it's because he has so many routes that he doesn't have time to go back and change all those prices, but most airlines that size are able to charge a higher price. He is effectively asking for someone to jump on a route and offer $1 fares.

Not entirely true. I spend about 2 hours per day updating my routes (partly to check for the Navy bug), and I have developed a simple method to help me manage the network. While I often do have fares that are about $20-$60 below everyone else, I often have fares higher. The higher fares are often found when resetting routes with load factors of 100% (usually showing someone has left the route). And ... by frequently resetting routes with load factors of 100%, I am confident I am not exploiting any bug.
