Vanguard's successful River City Shuttle service operated solo for a period until due to rising passenger demand and a noticeable rise in competition for fellow southern based carrier Southeastern Airlines at its Miami hub, also the airline's secondary hub in New Orleans prompted Vanguard to invite Southeastern to join the shuttle service on the agreement both airlines would operate the service throughout the day and would share revenue from the flights.
However, one of Vanguard's requests was the service was operated by jet aircraft and at the time Southeastern Express had a small fleet of seaplanes and the Embraer 120 Brasilia but no jets, the airline reviewed a number of small regional jet aircraft including the BAe 146 jets used by Vanguard on the service although Southeastern determined these to be inadequate.
The airline eventually settled on the Dutch built Fokker 100 and ordered 6 of the aircraft specially to operate the service with Vanguard.
The Fokkers were retired in 2001 and various aircraft took over until the mid 200s when the E170 was placed on the service.
