some airlines allowed to ignore political restrictions?

I dont understand why airline Air Melbourne is allowed to have routes that never start or end in its home country Australia? I though that was against the rules
Which world are we talking here? And can you link to the airline?
There are a number of possible reasons for this, which I'll be able to confirm if you can answer the previous questions.
If its an open world, there are no political restrictions.
Also, after year 2000, there is an openskies policy that allows Australian and NZ airlines to fly in and out of both countries.
Finally, whereabouts is "Air Melbourne" based? Just because he has a name like that, it doesn't mean he is based there. People can call their airlines what they want. For instance there is a "Bangladesh Biman airlines" based in the UK in one game.
