Open World - Hubs outside home country

While there are no route restrictions, the current version of the Open World does not allow you to build a hub outside of your home country. Not sure if this was an intentional change or not, but figured better safe than sorry.

There are a few other realistic sim stuff in the open worlds that need to be addressed.
