Possibly not fixed. I was just able to start two flights at an airport without leasing a gate. When I tried to open a flight between two airports that I have leased gates at, but none available, it stopped me. However, when I try to start a flight at an airport that I have no existing gates, it lets me fly the flight without leasing any gates.
