No, they are departments of France, represented in French parliament like all the other departments in "Metropolitan France" ("Gaul").

I've got this aswell. My base is KUL and I can't fly Colombo to Delhi?

Solopop, your example isn't a bug - KUL is in Malyasia, Colombo is in Sri Lanka and Delhi is in India. As neither of the latter are in Malaysia, you won't be able to run the route. You will, however, be able to fly KUL-DEL and KUL-CMB.

It doesn't have to be from KUL, but it does have to be from your home country. This is the point of the realistic game (in real life, there are many political and economical restrictions on where airlines can and can't fly). The Open games allow you to fly worldwide.
This rule was created because there used to be a few unrealistic airlines who had global flights and expanded to the point that they were invincible - The realistic games were designed to prevent people from doing this, and the open games are still there for those that want to do this.

But can't you make it a lil' easier in that you can select maybe 3 home countries?
e.g Canada, Mexico & US would be realisitic.

If you really want this kind of play, you can do it in the "Open" Sim Worlds, AE1 and AE3. I'm merely explaining why you can't in this particular Simulation.
