Many airlines operate focus cities, and I think that option should be available to us. A rule could be you can rent only 25 gates at a focus city, and any more you would have to open a hub. On the map, rather than it appearing as a circle it could be a diamond.

I think focus cities should offer passenger connections, but be limited to say 15 or 20 destinations (not including hubs). They could cost half the cost of a hub to start and maintain.

I like the idea as well. This could also work to reduce the amount of airlines with 20+ hubs

Excellent idea, or maybe limit focus cities to more regional natured aircraft, like American in St. Louis, Delta in Boston, or US Airways in Pittsburgh (during its final years) creating a convenient connection opportunity but also ensuring that airlines need large hubs.
