If I want to buy a gate from someone, and in the gates page it says -1 at this perticulate city, does it then say 0 gates when one gate is returned, so that I can't get the gate I have paid for?

I think that would be a correct assumption. I'd assume that the logic would be to increase the gate count when a gate is returned by the number of gates returned. That would mean increase a -1 by 1 and it ends up at 0. I'd probably refrain from doing the trade, or you both might end up down a gate.
